The difference, of course, is mentioned in the third paragraph: “The section of country is thinly settled.”
These days, it’s not exactly urban, but “thinly settled” doesn’t fit either.
Nevertheless, although the damage to property is far greater, this is due to human population patterns, not the severity of the fire.
